Difficulties are appreciated of drafting of an Ordinance dealing with all the problems arising out of the registration of China. Companies in Hong Kong. I am prepared to leave to you the decision whether the immediate requirements should be dealt with under the Emergency Registration of

I sm Companies Proclamation No. 27 and amendments thereto. advised that Proclamation No. 27 as continued in force and amended by Ordinance No. 2 of 1946, and regulations made thereunder, would satisfy the requirements of Section 2 of of Article of the China Order in Council 1943, Accordingly I have no objection to the continued use of Proclamation and regulations made thereunder provided you are satisfied that changes in the organisation of China Companies and other matters incidental to their registration in Hong Kong can be

Failure to secure adequately dealt with by such regulations. registration will result in such a Company ceasing to exist (sec China Order in Council 1943 Article 4 section 3), and I assume that the discretion conferred under Article 1 of Proclamation No. 27 will in general be exercised in accordance with the principles get out in Clause 2 (3) of the draft Ordinance enclosed in the savingram No.0.A, 2473 of Sth March 1946 from the C. in C., Hong Kong.
